War is no longer the prerogative of regular armies. We are witnessing an “uberisation” of conflicts. States seeking discretion are now outsourcing their operations to private providers. This privatisation offers governments the opportunity to wage “low cost” wars while denying any responsibility. This drift is accompanied by dangerous precedents like the activities of the Wagner group. How can war be regulated when its actors are no longer soldiers but employees or mercenaries?
