Martin Quencez is managing director of geopolitical risk and strategy, and head of the Paris office of the global think tank German Marshall Fund of the United States (GMF). He leads GMF’s risk analysis and forecasting activities and manages the team of experts providing geopolitical and geoeconomic insights to policymakers and business leaders in Europe and the United States. His research work focuses on transatlantic security and defense cooperation, and US and French foreign policy.
Over the past ten years, he has held several positions at GMF Security and Defense program, and has worked extensively with European and North American political leaders, ministries of foreign affairs, ministries of defense, as well as private sector executives. He regularly writes for French, European, and US media and is the co-author of GMF’s annual flagship Transatlantic Trends report.
Martin Quencez is also an associate researcher for the European Council on Foreign Relations, working on French foreign and defense policy, and a consultant researcher for the French Joint Staff. He has taught transatlantic relations at the Euro-American campus of Sciences Po and, prior to joining GMF, worked for the Institute of Defense Studies and Analyses in New Delhi, focusing on French and Indian strategic thinking.
Quencez studied international relations at the Uppsala University and is a graduate of Sciences Po. He is completing a PhD in contemporary history at Sorbonne Nouvelle University.
