Sandrine Turgis

Sandrine Turgis is a Senior Lecturer in Public Law at the University of Rennes. A member of IODE (CNRS UMR 6262), she is also an associate researcher at the Research Centre of the Saint-Cyr Coëtquidan Military Academy. She co-directs the PILAC research network (Thinking the International at the Local Level: Interconnections and Contradictions) .

Her research focuses on international and European law in relation to the challenges posed by digital technology, artificial intelligence and cybersecurity.

Among the most recent works she has edited or co-edited are *Peace and Global Security* (2026), *The Internationalisation of Territories and Local Democracy* (2026), *Hybrid Warfare: Between Loss of bearings and Adaptation* (2025), *Blockchain and Privacy Protection* (2025), Online Profiling: Between Liberalism and Regulation (2020) and Digital Data of Migrants and Refugees from a European Law Perspective (2020).

Through her research, Sandrine Turgis focuses in particular on the relationship between human rights protection and developments in digital technology. This challenge is reflected in the titles of her most recent articles, namely: ‘A UN ambition: maintaining and building peace through digital technology’, ‘The international dimension of local authority initiatives promoting inclusive and responsible digital technology’,  ‘The Council of Europe and “hybrid warfare”’, ‘Borders and migration in the age of artificial intelligence’, and ‘Measures to combat disinformation in the resolution on artificial intelligence’.
