Against the backdrop of the wars in Ukraine and other parts of the world, and the increasingly global repercussions – both material and political – of these conflicts, it is more important than ever to assess the level of threats to peace, security and democracy worldwide. The Normandy Index has provided an annual assessment of these threats since the 2019 Normandy Peace Forum. The findings of the 2025 report show that the level of threats to peace has never been higher since the index was first published. This confirms the downward trend in global security, which can be attributed to conflicts, geopolitical rivalries, increasing militarisation and hybrid threats.
The findings of the 2025 assessment are based on data compiled in 2024 and 2025, in order to compare levels of peace – defined on the basis of a given country’s performance against a set of predetermined threats – across countries and regions. Drawing on the index, 63 national case studies provide an overview of the state of peace in the world today.
